主讲人简介：

陈晓光，现任职于中国人民大学财政金融学院，伦敦经济学院STICERD研究中心研究人员。2005年获北京大学光华管理学院博士学位。主要研究兴趣为税收与生产率关系、经济增长与发展。多篇论文发表于《中国社会科学》、《经济研究》、《经济学（季刊）》。研究论文曾分别获2005年“留美经济学会邹至庄最佳论文奖”、2005年“《经济学（季刊）》最佳论文提名（共五篇）”、首届中金经济学、金融学优秀博士论文奖。

论文摘要：

The paper documents the facts how the effective VAT rate of Chinese manufacturing firms distributed across industries over the period 2000 - 2007. It finds that the local political intervention could be an important factor shaping the VAT distributional characteristics. Using the variation of political turnover of the Prefectural Secretary of CPC (Communist Party of China), the paper finds that the tenure of the Prefectural Secretary can have the following effects on taxation. Also, the paper tentatively provides evidences regarding several possible channels of the tenure effect on taxation, including corruption, politician's preference and learning effects.
