主讲人： 刘畅，男，汉族，1990年4月生，湖北宜昌人，北京大学光华管理学院应用经济系博士研究生。主要研究领域：公共经济学、政治经济学、发展经济学和经济史。在Journal of Comparative Economics、International Tax and Public Finance、《中国社会科学》等中英文学术期刊上发表论文多篇。

讲座内容简介：This paper offers new observations on fiscal decentralization’s causal effects on economic development in transitional China. In the 1980s, China’s central government conducted the Fiscal Contracting Reform which renegotiated its fiscal contract with each province and provincial governments modified their subcontracts with county-level governments subsequently. We construct a comprehensive county-level data set from 1985 to 1991. Our econometric methodology exploits two sources of quasi-exogenous variation: provincial fiscal decentralization ratio and the preferential policy to the Subsidized Counties, relative to the Contributory Counties, to achieve identification. Empirical findings suggest that fiscal decentralization promotes industrial output (especially for TVEs). Further investigation confirms the hammered mechanism of capital deepening through attracting private and FDI firm entrants.
